The Descriptive Word Index portion of the digest will help identify the appropriate topic or topics. It frequently does not provide useful guidance for the key number within the topic. For the key number, you should look at the Topic Outline (below).

The numbering system (key numberss) within any given topic, such as Insurance, occasionally gets renumbered as the law in that topic's subject area develops. If you discover that numbering system for the topic does not include the key number you have found, look for a Translation Table (usually before the Topic Outline) to discover the new number used.
